Ramad Moultrie had previously pleaded guilty in Newark federal court to possession of a firearm and ammunition by a convicted felon, U.S. Attorney John Giordano said.

On Monday, Aug. 2, 2021, two people were shot at the Grace West Manor Complex on Irvine Turner Boulevard, Giordano said. Surveillance video showed Moultrie waving members of a crowd, including small children, out of his way before firing a gun toward the two victims, Giordano said.

Three .45 auto caliber casings were recovered from the area where Moultrie fired gunshots, Giordano said. A .45 caliber handgun, a 9 mm handgun, ammunition, and drugs were recovered when Moultrie was arrested at his residence, Giordano said.
